AVP/Lending Administration & Operations

Compliance
• Monitor changes in consumer and regulatory compliance as related to entire lending function. Research, develop, design and implement changes to products, policy, procedure, systems etc as needed 
• Train lending staff in compliance matters
• Provide ongoing support Bank wide and specifically to lending division staff relating to loan compliance matters
• Maintain knowledge of regulatory and policy compliance in area of responsibility
• Act as primary contact for lending for internal and external file reviews and audits (Shatswell, M&M, FDIC, State, FHLB, Fannie Mae, Investor Quality Control, etc)
o Respond to audit reports and implement process and procedure improvement as needed in response to audit findings
• Conduct periodic file reviews to ensure compliance
• Maintain Bank’s Compliance Management System as it relates to lending
• Responsible for validation and submission of annual HMDA data

Operations
• Support daily lending function relating to processing, underwriting, closing, post closing, shipping/delivery of loans to investors, servicing.   Train staff when needed.  Foster environment of team work and cooperation
• Provide ongoing support, technical advice and guidance bank wide for matters relating to the lending operation and administration functions
• Provide routine support to Loan Originators relating to residential mortgage compliance, products, pricing, systems, credit, investor eligibility, documentation requirements, etc
• Respond to inquiries from customers, banking staff, outside vendors, closing agents and general public; answers questions, explain procedures, explain policy, resolve discrepancies and handles complex problems and projects
• Prepares reports regarding volume, performance, etc for management, Security Committee, Board of Directors, Investors, etc
• Perform any and all functions/tasks as needed to ensure customer satisfaction and deadlines are met.  (Cover vacations, absences or other staffing shortages).
• Recommend changes to policy, process, procedure, staffing and overall lending philosophy while maintaining compliance and bank profitability
• Support and provide back up to AVP, Loan Services including residential, home equity, commercial and consumer loans including payment processing, escrow processing, payoff and discharge, taxes and insurance and collection activities including foreclosure, loan modification, etc.  Work directly with borrowers as needed.
• Maintain knowledge of COCC Insight system
• Update Residential Lending Policy regularly and present to security committee for approval annually

Systems
• Responsible for ensuring all employees have access to all necessary third party vendor systems and act as technology administrator for
o Mortgagebot,
o Optimal Blue
o Fannie Mae,
o Credit Bureaus,
o Tax and Insurance Servicers (CoreLogic, Lee & Mason),
o DocMagic,
o eOscar,
o Lender Link,
o MassHousing & Titan,
o MERS, 
o NMLS,
o Quest Soft,
o Work Number,
o HUD
o etc

• Mortgagebot
o Maintain system, users and system access
o Add, create and maintain system including new products, pricing and document packages for compliance/disclosure and legal purposes
o Train and support loan officers and lending staff

• Monitor residential mortgage pipeline
• Contract loans for sale to investors to ensure greatest possible gain on sale
• Assist Loan Officers with pricing
• Serve as primary contact with Investors.  Monitor, maintain and implement pricing, underwriting and other eligibility requirements to ensure good standing
• Handle repurchase requests

CRA
• Collect information, analyze and report bank’s overall lending philosophy and performance
• Recommend changes to philosophy and lending activities as needed
Loan Approval Authority
• Approve residential mortgage loans up to $598,000
• Approve consumer loans up to $20,000
• Underwrite loans as needed

Loan Policy & Procedure – Already above
• Recommend, interpret, design and implement changes to lending policy and procedure

Provide superior service to all customers (internal and external)
